System admin can set workflow / workflows initiation permission to selected roles through the ' Workflow Permissions' page undr System Admin Module.

System Admin-> Workflow Management -> Workflow Permissions

Users of those roles will have these permitted workflows in their ‘Employee Self Service -> Workflow -> New Request’ menu to start new process.
